At its February 20, 2013, regular meeting, Council adopted a new Climate Action and Energy Plan. Council further directed staff to engage a survey company to ask a representative sample of North Cowichan taxpayers whether they would support paying an additional 1% increase in their municipal property taxes to specifically fund projects that reduce both greenhouse gas emissions and energy use in North Cowichan.
