Two Tier

In December 2012, the Cowichan Valley Regional District reached a funding agreement regarding the participants in Kerry Park Recreation which brought those partners into becoming partners of the Cowichan Aquatic Centre.

As a result, effective December 17th, those areas who have contributed to Kerry Park Recreation (Mill Bay, Shawnigan Lake, Cobble Hill and Cowichan Bay) will enjoy the same reduced admission, program and facility rental fees and opportunities as the three partner jurisdictions (North Cowichan, Duncan and Cowichan Tribes), Ladysmith and CVRD Electoral Areas “G” and “H”.

The remaining areas of the Cowichan Valley Regional District (Areas E, F, I and the Town of Lake Cowichan) are still in affect by the two-tier system but can individually purchase access cards ($350 for a family, $200 for an individual).

A two-tier payment system has been in place at the Cowichan Aquatic Centre since January 1, 2009. A two-tier payment system charges a different usage rate to those who pay toward facility costs, versus those who do not pay toward the facility.The two-tier system has been implemented on the basis that some local governments contribute to the capital, operational and debt costs of the aquatic centre, while other local governments do not.
